The council buildings in the Haymarket in Newcastle upon Tyne, across the road from the University of Newcastle.
There are a couple of complementary photographs, including a close up of the seahorses that ring the top of the tower, over at Flickr.
Used a circular polarising filter for this - one of the first opportunities I've had to use it on a bright, sunny day.

Stunning sky there. It was several years before I realised they were seahorses, and I've only properly looked at them recently. Great picture.
